Dr. Arnoldo K. Ventura

Dr. Arnoldo Ventura is a distinguished scientist, policy advisor, and international leader with more than four decades of experience advancing science, technology, and innovation for socioeconomic development. He has worked across Africa, Asia, Latin America, and the Caribbean to help governments and institutions strengthen their research capacity, commercialize innovation, and adapt to technological, social, and economic change. His expertise spans research and development, technology transfer, commercialization of research results, and techno-economic evaluations, which he has also taught at leading universities across the Americas.
From 1989 to 2009, Dr. Ventura served as Science and Technology Advisor to four Jamaican Prime Ministers, where he instigated and drafted Jamaica’s first national science policies and strategic plans. He was the first Caribbean professional elected to preside over the United Nations Commission on Science and Technology for Development in Geneva and the first to chair both the UNCSTD and the OAS Inter-American Committee on Science and Technology simultaneously. He has represented Jamaica in numerous bilateral and multilateral fora, negotiating complex agreements and shaping regional cooperation in science and technology.
Dr. Ventura also founded the Jamaican Prime Minister’s National Commission on Science and Technology and the CARICOM Science and Technology Committee, where he served as Secretary and Chair of the Implementation Committee. His contributions have been recognized with Jamaica’s Order of Distinction, the National Medal for Science and Technology, the Silver Musgrave Medal, and other international awards.
