Greg Llinas

Financial Management, Contracts and Compliance


Gregory Llinás is the focal point of TIV’s Financial Management, Contracts, and Compliance. He is the founder of GL Solutions, a small business certified 8(a) by the SBA. Mr. Llinás has more than 32 years of experience in government contracting and has managed over half a dozen organizations at the executive level, including Business Development, Operations Management, and Executive Leadership. His expertise falls under Project and Program Management, Project Finance and Compliance, and Audit issues related to GAAP, FAR, CSA, CAS, DFAR, and DCAA.


Mr. Llinás has been the Chief Financial Officer of over four federal contracting businesses, including 8(a) and Small Disadvantaged Businesses. Previous positions in corporate management include Chief Financial Officer, Vice President of Client Services, Senior Vice President of Financial Planning and Analysis, Chief Operating Officer, and Controller, among other corporate roles.

Mr. Llinás has a BS in Engineering from the Universidad Nacional Pedro Henriquez Ureña, Dominican Republic, and an MA in Development Banking from the American University, Washington DC, USA.
