From Foundations to Frontiers: TIV Delivers Advanced Digital Regulation Training in Saudi Arabia


In December 2023, TIV partnered with the International Telecommunication Union (ITU) and the Digital Regulatory Academy of the Communications, Space, and Technology Commission (CST) of the Kingdom of Saudi Arabia to deliver a five-day Advanced Digital Regulation Training Program in Riyadh. Building on the foundational training conducted earlier in the year, this advanced program deepened participants’ expertise across complex areas of digital policy, competition, and technology governance.


The program, based on the ITU/World Bank Digital Regulation Framework, provided a comprehensive curriculum designed for regulators and policymakers. Sessions addressed competition and economics in the digital economy, data protection and privacy, cybersecurity and critical infrastructure, infrastructure sharing, consumer protection, regulatory sandboxes, and the governance of transformative technologies, including AI, blockchain, and IoT. Practical components, including case studies, group exercises, and scenario-based simulations, ensured participants engaged with real-world regulatory challenges and solutions.


Expert trainers from TIV and international partners guided the sessions, drawing on global best practices and comparative regulatory models from Europe, Asia, Africa, and the Middle East. Interactive discussions highlighted issues ranging from the black box problem in AI and algorithmic bias to the emerging risks of cybercrime, personalized pricing, and regulatory responses to disruptive business models.


The training culminated in forward-looking exercises on drafting and implementing national AI and data strategies, equipping participants with practical tools to align innovation, regulation, and inclusive development.


This advanced training underscored the Kingdom of Saudi Arabia’s commitment to strengthening its position as a Generation 5 (G5) digital regulator and to building a workforce ready to govern the technologies shaping the Fourth Industrial Revolution. It also reaffirmed the value of international partnerships in fostering regulatory excellence and preparing institutions to respond to the accelerating pace of digital transformation.
