As part of our expanding portfolio of partnerships with U.S. government agencies, TIV is seeking a Data and Analysis Manager to lead advanced analytics, data infrastructure, and reporting functions in support of a major federal fellowship program. This role will be instrumental in supporting the government’s efforts to identify, evaluate, and support emerging talent in science and engineering through rigorous, data-informed decision-making. The selected candidate will work as part of a multidisciplinary team responsible for ensuring the timely and secure processing of application data, reviewer analysis, and program reporting. This role is anticipated to begin in July 2025, contingent upon selection. The period of performance is anticipated to be 1 – 3 years, with an estimated salary between $80,000.00 USD & $120,000.00 depending on experience.
Objective
The objective of this role is to lead the development and execution of data management, analysis, and reporting activities in support of a large-scale fellowship program administered by a U.S. government agency. This role will ensure timely, accurate, and secure processing of applicant and reviewer data and the delivery of insights to inform program operations and decision-making. The Data and Analysis Manager will play a key role in ensuring data integrity, enabling advanced analytics (including predictive modeling), and supporting the government agency’s goal of maintaining excellence and equity in science and engineering education through effective program evaluation. This role is anticipated to start in June 2025, contingent on selection.

Job Description
The Data and Analysis Manager will serve as the technical lead for data handling and analytics activities supporting a federal fellowship program. Responsibilities include:

Overseeing the end-to-end lifecycle of application and reviewer data, including intake, cleaning, validation, storage, and processing.

Leading the development and execution of advanced analytics, including predictive models and machine learning to support program evaluation, outreach targeting, and reviewer assignment optimization.

Developing tools and scripts to automate data collection, transformation, and reporting processes using Python, R, SQL, or similar languages.

Generating dashboards and visual reports to monitor program metrics using tools such as Tableau, Power BI, or Excel.

Collaborating with program managers, reviewers, IT staff, and outreach coordinators to ensure data quality, accuracy, and usability.

Creating documentation and providing training for internal stakeholders to ensure continuity and reproducibility of data processes.

Ensuring all data systems comply with security, privacy, and accessibility standards (e.g., Section 508 compliance).

Producing and delivering timely statistical summaries and ad hoc reports for key program milestones, including application evaluation, reviewer recruitment, and post-award monitoring.

Supporting surge periods (e.g., October through February) with additional capacity for timely review text screening and eligibility determination analytics.

Qualifications​

Graduate degree (Master’s or Ph.D.) in Data Science, Computer Science, Statistics, Information Systems, or a related quantitative field.

Minimum of 5 years of experience in data analysis, reporting, and/or analytics in complex environments, preferably including government or research-focused programs.

Proficiency in advanced data analytics methodologies, including:

Predictive modeling

Machine learning algorithms

Data mining and text analytics

Expertise in data analysis programming languages such as Python or R, with demonstrated ability to build automated workflows and custom analytics pipelines.

Advanced skills in data visualization and dashboard development using tools such as Tableau, Power BI, or advanced Excel (including Power Query and VBA).

Strong SQL skills and experience with database design, querying, and optimization; familiarity with cloud-based data environments (e.g., AWS, Azure, GCP) is a plus.

Experience managing and analyzing large-scale program or survey data, including development of quality assurance protocols, eligibility/compliance checks, and longitudinal analyses.

Ability to translate complex data into clear, actionable insights and communicate them effectively to both technical and non-technical stakeholders.

Demonstrated experience working collaboratively across multidisciplinary teams and supporting high-volume, deadline-driven projects.

Knowledge of Section 508 compliance and accessibility standards in relation to data systems and reporting.

Experience working with or supporting programs led by a government agency or federally funded institution is preferred.

Strong organizational and time management skills, with a commitment to detail, accuracy, and continuous improvement.
