Biography

Howard Rush, Ph.D., is Professor Emeritus of Innovation Management at the University of Brighton and a widely recognized authority on science, technology, and innovation policy. He began his research career at the Science Policy Research Unit (SPRU) in 1974 and went on to co-found the Centre for Research in Innovation Management (CENTRIM), where he served as Head or Deputy Head for 26 years. He also co-directed the ESRC-funded Centre on Complex Product Systems Innovation (CoPS), establishing himself as a leading scholar in the management of complex innovation systems.


Over his career, Dr. Rush has made pioneering contributions to the study of the socio-economic impacts of information technology, the diffusion of new technologies in developing countries, the benchmarking of research and technology organizations, and the dynamics of illegal innovation in cybercrime. More recently, his research has focused on innovation for humanitarian relief. He has published more than 125 academic papers and served as Principal Investigator for over 25 major research projects funded by national governments and international organizations.


Dr. Rush is frequently engaged as a consultant to leading institutions, including the World Bank, the European Commission, and United Nations agencies such as the ILO, UNDP, UNESCO, and IFAD. As a certified trainer of the “Managing Innovation” program, he has delivered capacity-building courses across South America, Africa, Europe, and Southeast Asia, including train-the-trainer modules to scale global impact.
