Parliamentary Legislative Drafter [Contract]

About the Role

The Parliamentary Legislative Drafter will work with the Ministry of Legal Affairs, Labor, and Consumer Affairs and the Attorney General’s Office to draft outstanding financial services sector laws, amendments, and regulations. Legislative drafting activities will be focused on the following pieces of legislation:

  1. Secured Transactions Act;

  2. Consumer Financial Services Protection Act;

  3. Amendments to the GARFIN Act; and

  4. Amendments to the Grenada Development Bank Act.

 

This position is short-term, and the level of effort will be 90 days within a six-month period. The Parliamentary Legislative Drafter will report to the CBEE-R Chief of Party and the Private Sector Development Officer.

 

Job Description

​

The Parliamentary Legislative Drafter will support the CBEE-R team to:

  • Provide direct assistance to the Ministry of Legal Affairs, Labor, and Consumer Affairs and the Attorney General’s Office in drafting
    priority financial services sector legislation according to the priorities identified;


  • Participating, as required, in drafting meetings with client entities; meetings of the Legislative Sub-Committee of the Cabinet; sittings of Parliament and its Committees; and any other activities pertinent to the development of the relevant financial services sector legislation; and,

  • Provide opinions and guidance to staff within the Ministry of Legal Affairs, Labor, and Consumer Affairs and the Attorney General’s Office in drafting required regulations to accompany relevant financial services legislation.

Requirements

The candidate shall have the following experience and qualifications:
  • A degree in law and a specialization in legislative drafting;

  • Minimum of five (5) years’ experience in legislative drafting within a Caribbean Common Law jurisdiction;

  • Substantial experience in reviewing and drafting legislation;

  • Strong communication (written and verbal) and ICT skills; 

  • Ability to constructively engage at a senior government level and ministerial level; and

  • Good interpersonal skills and ability to work in a team in a consultative and collaborative manner. 

Deliverables:
  • Priority financial services legislation drafted.

  • Guidance provided to the Ministry of Legal Affairs, Labor, and Consumer Affairs and the Attorney General’s Office in drafting regulations related to financial services legislation

About the Company

The United States Agency for International Development (USAID) has awarded International Development Group LLC (IDG) a three-year, $8.6 million Caribbean Business Enabling Environment-Reform (CBEE-R) task order under the Public Financial Management II (PFM II) IDIQ. The objectives of CBEE-R will focus on improving the regulatory climate for resilient businesses, bolstering government capacity to implement business environment reforms, enhancing robust public-private dialogue, and improving the creation of a resilient private sector.

To support the USAID/ESC Regional Development Cooperation Strategy through CBEE-R, IDG chose TIV as a sub-contractor contributing to activities across the six result areas of two objectives.
