Digital Financial Services Legal Advisor [Contract]

About the Role

The Digital Financial Services Legal Advisor will support the FSRA to improve the legal and regulatory framework for EMSPs by:

  • Undertaking desk research to determine the gaps in the existing legal and regulatory framework governing EMSPs with the aim of closing those gaps in the new legislation;

  • Conducting stakeholder consultations and engaging with stakeholders, including EMSPs, financial institutions, and other regulatory bodies (e.g. Financial Intelligence Authority) to gather input and build consensus that will inform the drafting of the legislation;

  • In collaboration with FSRA, drafting the EMSP legislation, including establishing a legislative committee to draft the new legislation (including regulations), incorporating stakeholder feedback and international best practices, and ensuring harmonization with relevant regional laws and regulations;

  • Building the capacity of staff of the FSRA to effectively enforce the new legislation; and

  • Assisting with the design and execution of a public awareness campaign to educate consumers and businesses about the new regulatory framework and their rights and responsibilities.

Qualifications

The candidate shall have the following experience and qualifications:

  • A degree in law, public administration, business administration, or any other related discipline;

  • 5+ years of experience working as a lawyer in the digital financial services sector, preferably with experience in drafting laws and regulations and advising on digital financial services sector policy;

  • Proven understanding and experience in the relevant topics;

  • Excellent written and oral communication skills in English;

  • Excellent organizational skills;

  • Proven communication and presentation skills, and

  • Ability to work in an environment requiring liaising and collaborating with multiple actors including government officials and personnel, private sector representatives, international organizations, and other stakeholders.

About the Company

The United States Agency for International Development (USAID) has awarded International Development Group LLC (IDG) a three-year, $8.6 million Caribbean Business Enabling Environment-Reform (CBEE-R) task order under the Public Financial Management II (PFM II) IDIQ. The objectives of CBEE-R will focus on improving the regulatory climate for resilient businesses, bolstering government capacity to implement business environment reforms, enhancing robust public-private dialogue, and improving the creation of a resilient private sector.

To support the USAID/ESC Regional Development Cooperation Strategy through CBEE-R, IDG chose TIV as a sub-contractor contributing to activities across the six result areas of two objectives.
